The U.S. Coast Guard has a requirement to improve the waterfront infrastructure at the US Coast Guard Yard located in Curtis Bay, Maryland to plan for the maintenance and repair of a new class of cutters. The USACE Baltimore District plans to procure the design and construction services as a competitive design-build procurement that seeks to optimize the budget in terms of quality, scope, durability, and life-cycle cost. The budget, or the design and construction cost ceiling, will be disclosed and evaluation will focus on ‘mission critical’ factors and innovative betterments and enhancements within the budget with award to a best solution and not the ‘cheapest’ proposal.
