The Industry Engagement Session is a formal event designed to reaffirm the strategic vision of the Navy Programming Division (OPNAV N80). The session focuses on engagement of industry to meet N80 mission critical needs that strengthen the OPNAV N80 community and facilitate planning for the execution of the Chief of Naval Operations’ (CNO) directives. The industry engagement session directly supports the overarching priorities of the Secretary of the Navy and the CNO through the implementation of the Department of the Navy’s Strategic Plan for 2026

Within the Office of the Deputy Chief of Naval Operations for Integration of Capabilities and Resources (OPNAV N8), the Navy Programming Division (OPNAV N80) directs the Programming Phase of the Planning, Programming, Budgeting, and Execution (PPBE) process. OPNAV N80 serves as the critical liaison between the Planning and Budget divisions and other Navy organizations with PPBE responsibilities.

OPNAV N80 is responsible for the final development and balancing of the Navy’s portion of the Department of the Navy (DoN) Program Objectives Memorandum (POM). The division defends the POM through the annual Department of Defense (DoD) program review process, which culminates in the final DoD budget presented annually to Congress.

To execute this mission, the OPNAV N80 staff develops and implements procedures to collect, evaluate, and devise funding strategies that meet the programmatic priorities of the DoD, the Secretary of the Navy, the CNO, and Fleet and Fleet Combatant Commanders. Additionally, OPNAV N80 serves the broader OPNAV staff by conducting the Resources & Requirements Review Board (R3B) to review and approve major program requirements and resolve cross-sponsor issues. The division also provides vital support to N8 Congressional liaison operations and strategic communications efforts related to the Navy’s fiscal strategy.
