USSPACECOM Headquarters (HQ) Command and Control Facility (C2F) Informational Industry Day
1.0 SYNOPSIS AND PURPOSE
This is an Industry Day announcement for qualified interested parties. AFCEC, in coordination with USSPACECOM and ACC-RI, will host an informational Industry Day for the management, design and construction of the new USSPACECOM HQ C2F. The project will be executed in phases, starting with Phase 1: Owner’s Representative Project Management Framework; and Phase 2: Design and Construction. The C2F will be located on Redstone Arsenal, Alabama. The Industry Day location will be determined by the number of qualified interested parties, and will be held in the Huntsville, AL local commuting area.
This Industry Day serves two primary objectives:
- To engage with industry partners possessing expertise in the progressive designbuild delivery methods who are interested in serving as the Owner’s Representative throughout the project’s design-build lifecycle.
- To engage with industry partners capable of executing a large-scale, progressive design-build project for a secure federal facility on Redstone Arsenal.
This announcement constitutes a market research tool and is not a Request for Proposal
(RFP) or a commitment by the U.S. Government. The Government will not pay for any
information submitted or for attendance at this event.
2.0 PROJECT BACKGROUND
USSPACECOM requires a new, permanent warfighting HQ C2F on Redstone Arsenal to
support its critical national security mission. A clean, 64-acre site on the installation has
been designated for the USSPACECOM C2F. The operational HQ facility is expected to
accommodate approximately 1800 personnel. Key facility components will include
a Visitor Control Center, vehicle inspection area, and secure data center. The estimated
total square footage (SF) for these primary facilities is 700,000 SF. The HQ facility will have
stringent security features supporting 24/7operations. Interested parties should be highly
experienced in the design and construction of technology-driven operations centers,
resilient and redundant infrastructure, integrated information technology (IT) systems,
secure space (ICD 705) standards, High-Altitude Electromagnetic Pulse (HEMP) hardening,
and Radio Frequency (RF) Shielding.
The Government intends to utilize a progressive design-build project delivery method
following Design-Build Institute of America (DBIA) best practices. The acquisition for both
the Owner’s Representative and the design-build performance contractor will be executed
using Other Transaction Authority (OTA) through the One Nation Innovation (ONI) Exchange
GoColosseum Marketplace.
3.0 INDUSTRY DAY EVENT DETAILS
The Industry Day will provide details on the project’s scope, scale, acquisition strategy, and
timeline. Note: One-on-one sessions will not be held at this event.
